Shortened certification programs soon followed, and when in 2010 the state legislature learned there would be an increased need of over 50 percent for employees with a minimum of certifications in areas of work and preferences for bachelor level degree graduates, the legislature took action to include extra funding to develop Internet access throughout the state. It was not long before Pennsylvania’s schools moved toward the front lines of experimentation in presenting whole baccalaureate and masters-level degrees online in which anyone qualified could take part. Schools moved into online presentations of classes quickly after the invention of the “Blackboard” environment for online schools. Since the area was first colonized by Quakers, the personality in the eastern part of the state has been one of patience and acceptance.
